Complex policy ideas like co-production and Direct Payments needed to feel clear, human and practical for the people working to deliver them.
HopeWorks was brought on-board to ensure that their communications were clear enough to help people easily understand and apply these ideas in practice.

The approach
Understanding the organisation from the inside out
We ran workshops with internal and external stakeholders to explore what TLAP meant to them, where its value was most strongly felt, and where its messaging wasn’t matching people’s experience. This helped surface the core ideas that needed to be communicated more clearly.
Evolving the brand to reflect the people TLAP serves
We developed an expanded visual identity with a broader colour palette to better reflect the diversity and individuality at the heart of personalised care.
Co-producing imagery with people who draw on social care
A new photo library was developed with people who draw on care and support. This ensured that images used across the website and communications felt authentic, contemporary and respectful.
Designing communication around practical learning
The communications strategy focused on helping people apply TLAP’s ideas in practice. This led to the development of structured learning hubs and a new e-learning approach to help practitioners understand the fundamentals of Direct Payments.

Understanding Direct Payments
The challenge
TLAP holds deep knowledge about what needs to change in social care, but like many organisations, the default output is often another report – valuable, but not always the most effective way to reach busy frontline professionals.
They needed a better vehicle for sharing core ideas around Direct Payments: something more practical, accessible and likely to influence day-to-day decisions across local authorities.
The approach
We proposed a tailored e-learning series as a more effective way to turn complex guidance into action. Rather than asking people to work through policy documents, the aim was to make the core principles simple, digestible and easy to apply in practice.
We facilitated a collaborative development process with people working across care and support, shaping the content around real experiences and challenges. We then created the learning series itself, alongside launch communications and promotional assets to support adoption across the sector.
